A conservative lawyer closely aligned with former President Donald Trump says a federal grand jury has been convened in Fort Pierce, Florida, to examine what he describes as a ten-year effort by senior Democratic figures and federal officials to undermine Trump through criminal investigations and related legal actions.

Mike Davis, founder of the Article III Project and an informal adviser to Attorney General Pam Bondi, outlined the allegation during multiple appearances on conservative podcasts over the past week. Davis said the grand jury, scheduled to begin meeting in January, will weigh possible charges against unnamed Democrats and former Biden administration officials for allegedly orchestrating investigations ranging from the FBI’s 2016 Russia inquiry to the criminal cases brought against Trump after he left office.

Court filings confirm that a federal judge last month approved a request from the U.S. Attorney’s Office for the Southern District of Florida to empanel a grand jury in Fort Pierce starting in January. The U.S. attorney’s office has not explained the panel’s mandate, and official spokespeople did not respond to questions about the scope of its work.

Allegations of Conspiracy

Davis insists the grand jury will focus on what he calls “lawfare” tactics designed to remove Trump from the political arena. Among the actions he cites are:

  • The FBI investigation known as Crossfire Hurricane, which examined possible links between Trump’s 2016 campaign and Russian operatives.
  • The Justice Department’s probe of the January 6, 2021, attack on the U.S. Capitol.
  • Four criminal indictments later brought against Trump, all of which were dismissed after his 2024 election victory.
  • Efforts in several states to keep Trump off the 2024 ballot.
  • What Davis characterizes as inadequate Secret Service protection prior to two assassination attempts in 2024.

According to Davis, the investigation could compel testimony from former Attorney General Merrick Garland, Deputy Attorney General Lisa Monaco, FBI Director Christopher Wray and Special Counsel Jack Smith. He argues their actions may have violated 18 U.S.C. 241, a Reconstruction-era statute originally intended to protect civil and voting rights. The law has more recently been applied to election-related offenses and police-misconduct cases. Information about the statute is publicly available on the Department of Justice’s Civil Rights Division website.

Role of the U.S. Attorney

Davis credited Jason Quiñones, the U.S. Attorney for the Southern District of Florida, with requesting the new grand jury after what Davis called “persistent pressure.” Quiñones has not commented publicly on the matter, and the Justice Department has offered no confirmation that the grand jury is designed to investigate Davis’s specific allegations.

The proceedings will convene in the Alto Lee Adams Sr. United States Courthouse in Fort Pierce, the same courthouse where Trump previously appeared in the classified documents case that a judge dismissed ahead of the 2024 election.

Trump’s Public Statements

Although the former president has not directly addressed Davis’s recent remarks, he has repeatedly argued on social media that certain officials should face prosecution for what he calls “rigged” investigations and an election “cheated and rigged” in 2020. In a post last Saturday, Trump said, “These Radical Left Lunatics should be prosecuted for their illegal and highly unethical behavior!”

Davis, for his part, told podcaster Benny Johnson, “I’ve been publicly calling for this for three years. I’m going to make sure that these lawfare Democrats go to prison during the four years of President Trump’s second term.” On Charlie Kirk’s program, Davis said the Fort Pierce venue offers “a great place to open up this grand jury on Crossfire Hurricane and against these lawfare Democrats.”

Political Context

The announcement arrives as several Republican senators question the breadth of investigations led by Special Counsel Jack Smith, particularly subpoenas for lawmakers’ phone records in the Jan. 6 probe. Those senators have echoed Davis’s view that the Justice Department has pursued Trump and his allies more aggressively than political opponents.

Davis contends that the grand jury’s creation signals growing institutional support for a broad inquiry into alleged abuses of the justice system. “As I promised and as I will deliver, justice is definitely coming,” he said on Johnson’s podcast.

Neither the White House nor representatives for Garland, Monaco, Wray or Smith have commented on Davis’s statements. Without official confirmation of the grand jury’s agenda, it remains unclear whether any of the named individuals will be subpoenaed or whether the panel will take up the expansive claims Davis has put forward.

The grand jury is expected to convene for the first time in January. Under federal rules, jurors may hear evidence for up to 18 months, with the option of a six-month extension if approved by a judge. Any eventual indictments would require a majority vote of the jurors and would be filed in the U.S. District Court for the Southern District of Florida.
