Gov. Tim Walz has directed the Minnesota National Guard to ready soldiers for possible deployment after a U.S. Immigration and Customs Enforcement officer fatally shot a woman in Minneapolis on Wednesday, Jan. 7, 2026. The victim has been identified by city officials as Renee Nicole Good, 37, a Minneapolis resident. She was shot while seated in her vehicle during an ICE operation and later died at a local hospital from gunshot wounds to the head, according to the Minneapolis Police Department.

Conflicting accounts of the encounter

A Department of Homeland Security (DHS) spokesperson said Good “attempted to run over” agents, prompting an officer to fire what DHS described as “defensive shots.” Homeland Security Secretary Kristi Noem labeled the incident an act of domestic terrorism, asserting that the vehicle constituted a deadly weapon. DHS said the officer was struck by the car and was treated and released from a hospital.

Minneapolis Mayor Jacob Frey sharply rejected the federal narrative. After reviewing video footage, Frey stated the agent’s actions did not appear to be self-defense and called the shooting “reckless.” City Council member Jason Chavez said Good, a U.S. citizen, had been observing the federal operation in support of immigrant neighbors.

President Donald Trump backed the ICE officer, posting on social media that the agent acted in self-defense against a “disorderly” driver. Minneapolis police, offering preliminary findings, said Good’s vehicle was blocking the road when a federal officer approached on foot. The car then began to move, at least two shots were fired, and the vehicle crashed onto the roadside. Police added that nothing indicates Good was the target of any investigation.

Public response and security measures

Following the shooting, a large crowd gathered, with some protesters throwing snowballs and others holding signs reading “shame.” Law enforcement deployed tear gas and pepper spray to disperse portions of the crowd. Walz called for “peaceful resistance,” stating he understood public anger but urged demonstrators not to provide authorities with a pretext for further force.

The governor issued a “warning order” instructing the National Guard to prepare for activation, though no formal deployment request had been made as of late Wednesday. A spokesperson for the Guard said troops were conducting advance preparations to protect property and ensure public safety if activated.

The Minnesota Department of Public Safety’s Bureau of Criminal Apprehension is leading the state investigation in cooperation with the FBI. Commissioner Bob Jacobson emphasized the inquiry remains in its early stages and cautioned against speculation. An FBI statement confirmed the agency is “working closely with our law-enforcement partners” to review the shooting, consistent with federal investigative protocols.

Expanded federal presence in Twin Cities

Multiple sources familiar with DHS plans say as many as 2,000 agents from ICE and Homeland Security Investigations could deploy to the Minneapolis–St. Paul area for immigration-enforcement and fraud probes. The figure includes roughly 600 HSI agents and 1,400 ICE officers, though the exact number may shift. Noem visited Minneapolis on Tuesday as part of the broader enforcement effort, which has recently focused on alleged fraud at Somali-operated childcare centers.

Congressional scrutiny

During a House Oversight Committee session on social-services fraud in Minnesota, Rep. Ayanna Pressley introduced a motion to subpoena DHS for all documents and video related to the shooting. Ranking member Rep. Robert Garcia called the incident a “horrific killing” and urged full accountability. The committee has not yet scheduled a vote on the subpoena request.

Walz pledged a “full, fair and expeditious” investigation at the state level. He reiterated that Minnesotans have a right to voice outrage but said demonstrations must remain nonviolent. Meanwhile, DHS defended the agent’s actions, stating he followed training and “saved his own life and that of his fellow officers.”

The incident has intensified debate over federal immigration operations in Minneapolis and their impact on community safety. As inquiries proceed, state and local officials continue to press federal authorities for additional evidence and transparency.
