The move comes several weeks after Microsoft suspended certain cloud services provided to an Israeli military intelligence unit. In August, The Guardian reported that Unit 8200, a division of the Israel Defense Forces, had built a system on Microsoft’s Azure platform to monitor Palestinian phone communications during Israel’s operations in Gaza. Microsoft opened an internal investigation after the publication’s report and later halted some services connected to the project.
Employee reaction was swift. Staff members organized protests and circulated open letters demanding greater oversight of defense-related work. The unrest led to disciplinary actions, including a number of firings and voluntary resignations, according to people familiar with the matter. The conflict highlighted longstanding tensions between Microsoft’s commercial objectives and the ethical expectations of its workforce.
Despite the controversy, Microsoft’s overall business performance has remained strong. The company’s market value climbed to a record high last week, driven in part by growing demand for artificial-intelligence services hosted on Azure. OpenAI and other AI developers have relied heavily on Microsoft’s infrastructure to train and deploy large language models, reinforcing Azure’s position in the cloud-computing market.
Internally, however, employees have faced multiple sources of stress. Microsoft eliminated roles in several business units earlier this year, introduced stricter return-to-office requirements, and confronted media scrutiny over its defense contracts. In July, a separate press report described the U.S. Department of Defense’s reliance on Microsoft engineers based in China, raising additional questions about national-security safeguards.

In Wednesday’s memo, Smith said Microsoft is “working to strengthen our existing pre-contract review process for evaluating engagements that require additional human-rights due diligence.” The Trusted Technology Review mechanism is intended to complement those pre-contract evaluations by creating a pathway for concerns to be revisited after work is under way.
The new process aligns with Microsoft’s published principles on responsible AI, privacy protection, and human rights. Employees may request reviews related to the design, deployment, or potential misuse of any Microsoft technology, including cloud services, artificial-intelligence tools, and software products sold to public-sector clients. Requests will be routed to multidisciplinary teams that include legal, compliance, and engineering specialists.
Microsoft marked its 50th anniversary in April and continues to position governance as a competitive advantage. By formalizing avenues for internal feedback, the company aims to address ethical challenges quickly while maintaining momentum in fast-growing markets such as cloud computing and AI.
